Vulpes Inclusive Engagement supports institutions across Nigeria in turning disability inclusion commitments into accountable, measurable actions. Principal Consultant
Onyinye Atuanya MSP, CIM, PECB
Public Diplomacy and Inclusive Engagement Specialist with over 16 years of experience. Onyinye Atuanya helps organisations across the public and private sectors embed disability inclusion into strategies, programmes, and stakeholder engagement, turning commitments into measurable impact. She designs accessible, practical frameworks that improve participation, representation, and organisational performance. With over 16 years of experience leading complex, high-profile initiatives across West Africa, the UK, and beyond, Onyinye has worked closely with presidents, ministers, governors, traditional leaders, as well as international figures including King Charles III, UK Prime Ministers, and envoys from major nations, equipping her to navigate complex, multi-stakeholder and cross-border engagements with diplomacy and impact. She has worked with organisations such as The World Bank Group, CBM Global, Sightsavers, Lagos State Office for Disability Affairs (LASODA), the National Commission for Persons with Disabilities (NCPWD), and Inclusive Design Consult Limited (IDCL), providing advisory support, capacity-building programmes, and inclusive engagement initiatives that strengthen participation, accountability, and measurable outcomes. Recognised for her leadership in inclusive engagement, she was nominated for the 2024 Foreign, Commonwealth and Development Office (FCDO) Global Awards in Diversity and Inclusion. As Principal Consultant at Vulpes Inclusive Engagement (VIE) and founding partner of the Nigeria Partnership for Disability Inclusive Development (NIPDID), Onyinye translates expertise into practical action plans and measurable results, helping organisations create inclusive, high-performing environments.

Dr. Adebukola Adebayo
Disability Inclusive Development and Public Policy Specialist Dr. Adebukola Shehu Adebayo is a specialist in disability inclusive development, governance, and public policy with over 20 years of experience supporting organisations and governments to strengthen inclusive systems, policies, and programmes. He brings deep expertise in translating disability inclusion commitments into practical, scalable frameworks that improve accountability and implementation across sectors. Adebukola has provided technical support to government agencies, development partners, and civil society organisations across Nigeria, including the National Commission for Persons with Disabilities, the World Bank, and Sightsavers. His work has spanned 21 states, the Federal Capital Territory, and the national level, where he has supported the implementation of disability laws and policies, inclusive education systems, and social protection frameworks. He has also contributed to the development of inclusive policies across sectors such as education, health, transport, financial inclusion, public procurement, and electoral processes. He has played key roles in establishing and strengthening national coordination platforms, including the Nigeria Business Disability Network, the Nigeria Partnership for Disability Inclusive Development, and the National Forum for Disability Commissions and Agencies. Adebukola previously served on the Governing Board of the Lagos State Office for Disability Affairs and has contributed to national and state technical working groups on social protection policy. A recognised leader in disability rights advocacy, Adebukola has supported organisations of persons with disabilities and civil society groups to drive inclusive development and policy reform. He is a recipient of the Lagos State Merit Award and an alumnus of the UK Chevening Scholarship, the US International Professional Exchange Programme, and Mobility International USA. Through his work, he continues to advance evidence-based, systems-level change that promotes inclusion and equitable development.
